(A) The Legislative Service Agency may contract with one or more qualified researchers who have previous experience evaluating school choice programs to conduct a study of the program with funds other than state funds. The scholarship is open to those currently serving in the military, honorably discharged, or have an active duty or retired military spouse or parent. Alternatively, legislators may choose to consider other capable departments, create a new small agency, or contract with a private non-profit organization to oversee the program if they are concerned about the hostility the program would face from the existing state education department. Making sure parents can choose either a public or private school is not only the right policy but also the best legal strategy. A similar award is open to spouses of military members who wish to pursue a GED, degree program or other form of training. (F) Participating schools that have more eligible students applying than spaces available shall fill the available spaces by a random selection process, except that participating schools may give preference to siblings of enrolled students and previously enrolled G.I. Similarly, the siblings of students already attending the school are exempted so families can send all of their children to the same school. This may include personnel with little time serving in the reserves who may not have any active duty experience and who are not in a current drilling status. The scholarship is specifically designed and reserved for children as well as grandchildren of active duty military or veterans. Scholarships for Military Families Reserve Officers’ Training Corps (ROTC) Scholarships These scholarships are awarded on the basis of merit rather than financial need. This would force many such families to unite their children by either choosing a much less desirable school without a waiting list or by exiting the program. Military Family Scholarship Program Act. Across the board, these generous programs have been designed and put in place to offer as much educational opportunity with as little financial hardship as possible to those who have committed a portion of their life to military service. Legislators should make sure that if such clauses are included and exercised, the remaining legislation produces a program that is workable and achieves the original intent of the bill. 7. (E) “Department” means the state Department of Public Instruction or an organization chosen by the state.2. (1) the level of participating students’ satisfaction with the program; (2) the level of parental satisfaction with the program; (3) the fiscal impact to the state and resident school districts of the program; (4) the resulting competition from private schools on the resident school districts, public school students, and quality of life in a community; (5) the impact of the program on public and private school capacity, availability and quality; and. The definition for an eligible student in this model legislation includes all children of school age whose parents are veterans or active military personnel. Application information can be found on the website. Any spouse eligible to hold a valid military ID is eligible. In the past twelve years, Fisher House has awarded more than $10 million dollars in educational backing to children and spouses of those in the military. These awards are funded from the proceeds of a letter/book that Barack Obama wrote to his daughters, “Of Thee I Sing”. The children and spouses of those service personnel listed as POW/MIA may qualify for free tuition and fee waivers through the South Dakota Department of Veteran’s Affairs. Fisher House Foundation Scholarship Program. The courts have reasoned that these scholarship programs are not an inappropriate subsidy of religious institutions because the purpose was secular (the education of children) and the parents were given many options including public schools, charter schools, private secular schools and private religious schools. (B) Financial Accountability Standards. National Military Family Association Scholarships. A military spouse may need just one more class, a few more supervised clinical hours, or a re-licensure in a new state. Participating schools should provide the parents of each student with a copy of the results and should provide the results to the state or an organization chosen by the state, as described in Endnote 14, in a manner that protects the identity and privacy of individual students. California State Aids the Spouses and Children of Disabled or Deceased Veterans. The outlined research would evaluate not only whether students who participate in the program are better off but also, more importantly, whether the competition from private schools improves the performance of public schools. Alaska State Spouse and Dependent Child Scholarship Program. (E) A participating school may not refund, rebate, or share a student’s G.I. Family members of employees of the US government who died as a result of the same thing also quality. The One Family Scholars program provides individualized college, career, and financial coaching to low-income single parents pursuing a college degree. (G) “Participating school” means either a public school outside of the resident school district, a school run by another public entity, or any private school that provides education to elementary and/or secondary students and has notified the Department of its intention to participate in the program and comply with the program’s requirements.3. 14. To broaden this eligibility beyond Iraq, Afghanistan or Cuba while still limiting the pool of eligibility, legislators may consider limiting eligibility to any reservist or National Guard member serving under Title 10, the federal code governing assignment to active military status. The Military Family Scholarship is available to students who meet the scholarship eligibility requirements and come from a military home, are currently serving, or who are military Veterans. (H) A participating students shall be counted in the enrollment figures for his or her resident school district for the purposes of calculating state aid to the resident school district. The willingness of military personnel to work and live wherever they are assigned weakens the opportunity for military families to weigh school options heavily in relocation decisions. They will therefore conduct the checks necessary to protect their financial interest as well as the taxpayers’ financial interests. To be eligible, the service member must have been a resident of Louisiana for at least one year prior to their active duty status. Many private schools would simply refuse to participate in the program if they were forced to administer the state tests, because it implies that they are no longer independent of the state. National Scholarship Program Supporting education for military family members Due to the unique circumstances of military life funds for pursuing post-secondary education are a significant barrier for many Canadian Forces families. These notes are intended to provide guidance to legislators on some of the key policy questions they will encounter in drafting and debating school choice legislation. The reason many opponents to school choice promote state testing of private schools’ students is, in fact, because they want to discourage school participation and quietly destroy the program. General scholarships are also offered by many branches of the U.S. Military, either directly or through auxiliary organizations that are dedicated to the welfare of service-members and their families. This alternative language would give schools the responsibility to do background checks and the power to exclude potential risks from the school. These learning gains can only be demonstrated when the public has access to more than one school year. (A) The Department shall ensure that eligible students and their parents are informed annually of which schools will be participating in the Military Family Scholarship Program. Clear and consistent information about the academic performance of participating students will help empower parents and will also provide the public and policymakers with the information they need to evaluate the effectiveness of the program and participating schools. If the goal is to evaluate participating school outputs as a tool to help parents choose the best school, scores should be released by participating school. This option will significantly change the fiscal effect of the legislation and will likely result in added expenditures for the state. Spouses and dependent children of a deceased or POW/MIA military member may qualify for free tuition for undergraduate degree pursuit at a school like the University of Alaska – Fairbanks. Heroes' Legacy Scholarships. In addition, some private and public college networks offer special scholarships that only military associates are eligible for, like the Military Service Recognition Scholarship that funds degree programs at colleges in New York State. - Helping Students Pay for College Since 1999, Survivor’s and Dependent’s Educational Assistance (DEA), Arkansas’s POW and Dependants of POW/MIA/KIA Service Members Program, California Veterans Education Assistance Program, State of Louisiana Department of Veteran’s Affairs, South Dakota Department of Veteran’s Affairs, United States Department of Veteran Affairs. (D) “Veteran” means a person who served in the active military, naval or air service, and who was discharged or released from there under conditions other than dishonorable. School choice legislation drafted in this manner has the political advantage of either reducing state expenditures or making more funds available for other public schools. (C) Any eligible student will qualify for an annual G.I. The California Veterans Education Assistance Program will assist the spouses and dependent children of service-related disabled or deceased veterans in the form of tuition and fee waivers for eligible applicants in the state of California. Section 7. The legislation allows schools to occasionally fail to meet an accountability standard so that an antagonistic regulator cannot shut down the program by banning schools with a modest occasional violation such as turning in a report late. Approved by the ALEC Legislative Board of Directors August, 2009. Unfortunately, tapping federal dollars may bring some unwanted federal regulations to choice schools. Private companies that issue surety bonds have a financial interest in making sure that the schools can repay any funds that might be owed the state. 15. It is fairly common for legislators to consider including severability clauses in new legislation. The Department shall ensure that the application is readily available to interested families through various sources, including the Internet. (4) conduct criminal background checks on employees. Junior scholarship may only be used for educational purposes. If you choose to include language banning discrimination in hiring on the basis of race, color, national origin or disability, take care not to interfere with the ability of religious institutions to hire individuals who share their religious beliefs. These differ in the amounts of funding they have to offer, who they can disperse money to, the types of programs they will sponsor, and the length of time in education which they will agree to fund. It is important to note that there are multiple ways to achieve the goal of academic accountability in school choice programs. The legislation requires participating schools that are oversubscribed to use a random selection process for determining which students gain admission. Free tuition and fee waivers are available to eligible family members of armed forces veterans in Wisconsin. (D) The G.I. Each branch of the military offers scholarships and grants for its service-members. The bill has been drafted so that any savings in the cost of educating a student shall accrue to the state. The participating school then shall: (a) exclude from employment any people not permitted by state law to work in a private school; and, (b) exclude from employment any people that might reasonably pose a threat to the safety of students.10. (D) Participating School Autonomy. However, legislators may wish to place a cap on the tuition and fees that a poor student might be charged to ensure that all families can afford to participate in the program. NEW: Scholarship search engine: fast, free, no registration required. The model legislation makes two exceptions from this random selection process in order to facilitate educational objectives. (D) The relevant public and participating private schools shall cooperate with the research effort by providing student assessment results and any other data necessary to complete this study. If, on the other hand, legislators are looking for a more inclusive bill than this model language indicates, they may include anyone in the Individual Ready Reserve. The National Scholarship Program works … This will encourage greater participation by a handful of schools with average costs above the scholarship amount, and some believe direct payments from parents will encourage stronger ownership and involvement in their children’s education. It is important that the Department calculate the voucher in strict accordance with the definitions in the legislation. The Military Family Scholarship Program Act creates a scholarship program to provide all children of veterans and active military personnel the option to attend the public or private elementary or secondary school of their parents’ choice. The legislation does not call for an independent audit because this would be unnecessarily expensive and invasive for many private schools. Legislators may wish to consider other preferences for admission including children who have been the victims of school violence or attend a failing school as defined in the No Child Left Behind Act. If a state already has open enrollment or some other form of public school choice, then this legislation should be made consistent with the existing program. Six military kids between the ages of 13 and 18 are awarded scholarships every year. (G) If a student is denied admission to a participating school because it has too few available spaces, the eligible student may transfer his or her G.I. Amount: Varies. Junior scholarship shall be subtracted from the state school aid payable to the student’s resident school district. The Scholarships for Military Children Program is offered through the commissaries and the Fisher House Foundation. (I) The Department shall adopt rules consistent with this act regarding: (1) the eligibility and participation of private schools, including timelines that will maximize student and public and private school participation; (2) the calculation and distribution of G.I. (B) Any eligible students may attend a participating school until his or her graduation from high school or his or her 21st birthday, whichever comes first. APPLY FOR THE MILITARY AND FAMILY SCHOLARSHIP (20/21 ACADEMIC YEAR) Children already attending the school on a scholarship are not required to join the lottery for admittance so as not to interrupt their educational experience. (E) The Department shall adopt rules and procedures as necessary for the administration of the Military Family Scholarship Program. You might also consider a sliding scale approach, where the more participating students a school enrolls, the greater its obligations for transparency and accountability. This military support organization works to promote education and has given away over $5 million in scholarship funding to deserving students over the past few years. (C) The Department may bar a school from participation in the Military Family Scholarship Program if the Department establishes that the participating school has: (1) intentionally and substantially misrepresented information required under Section 4; or, (2) routinely failed to comply with the accountability standards established in Section 4 (A) or (B);17 or, (3) failed to comply with Section 3(E); or, (4) failed to comply with Section 4 (C); or. We have provided model language for such an independent evaluation of the program in Section X below. This addition to the GI Bill became active in 2009 and honors the memorial of John Fry who died in the country’s service in Iraq in 2006, leaving behind his family, including his wife and small children. This would not be the case if the savings were used to increase state aids to public school districts. A participating, private school is autonomous and not an agent of the state or federal government and therefore: (1) the Department or any other state agency may not in any way regulate the educational program of a participating, private school that accepts a G.I. (A) Any parent of an eligible student shall qualify for a scholarship from the state for their child to enroll in and attend a participating school if: (1) the student is the dependent of a veteran or active military personnel that is in good standing with his or her unit or has received an honorable discharge (DD214); (2) the student has been accepted for admission at a participating school; and. In some states, legislators have chosen to base the scholarship amount on the level of state support normally provided to a student. Junior scholarship in an amount equal to the lesser of: (1) the participating school’s annual cost per pupil, including both operational and capital facility costs; 4 or, (2) the dollar amount the resident school district would have received to serve and educate the eligible student from state and local sources had the student enrolled there.5. Military Spouse Scholarships National Military Family Association NMFA awards can be used for a variety of educational and employment pursuits. The Details: This scholarship is for a spouse or a child under 26 years old of a member of the military who died as a result of hostile action or in an accident related to US combat operations. 12. National Military Family Association Joanne Holbrook Patton Military Spouse Scholarship Program – Awarded to spouses of Uniformed Services members (active duty, National Guard and Reserve, retirees, and survivors) to obtain professional certification or to attend post secondary or graduate school. The authors support giving parents the widest possible array of choices so that they can choose the school that best meets their child’s needs. Like in Endnote 2, if legislators are concerned about the hostility the program would face from the existing state Department of Public Instruction, they may choose to create a new small agency or contract with a private non-profit organization to oversee the academic accountability responsibilities of the state. View Scholarship Allowing an organization chosen by the state to oversee this program allows for the flexibility to implement market-based models of academic accountability. Junior scholarship is the entitlement of the eligible student under the supervision of the student’s parent and not that of any school. {Basic Elements of the Military Family Scholarship Program}. Eligibility and award amounts are listed on the scholarship website. In some states, the legislature is not allowed to accept such grants, and another trusted agency would have to be selected. (C) “Parent” includes a guardian, custodian, or other person with the authority to act on behalf of the child and is a veteran or active military personnel and is either in good standing with his or her unit or has received an honorable discharge (DD214). The Scholarships for Military Children Program was created in recognition of the contributions of military families to the readiness of the fighting force and to celebrate the role of the commissary in the military family community. Sponsored by the National Military Family Association, the Joanne Holbrook Patton Military Spouse Scholarships award up to $5,000 to spouses of all active duty, national guard or reserve, and retired uniformed services members for use in attending vocational training and degree-seeking undergraduate or graduate programs. Scholarship grants from this program will cover the full cost of tuition, room and board, and fees at the college of the recipient’s choice. Unmarried dependents under the age of 23 who wish to attend an accredited university may apply for this scholarship. The resident school district will qualify for state transportation aid for each student so transported. This language is valuable in two cases: 1) a small number of states prohibit discriminating against felons in hiring even for sensitive positions in schools, and this proposed language would give these schools clear authority to dismiss or not hire individuals who pose a risk to student safety; and 2) some religious schools see rehabilitation as part of their mission. (B) The Department shall create a standard application that students interested in the Military Family Scholarship Program can use to submit to participating schools to establish their eligibility and apply for admissions. (b) having an auditor certify that the report is free of material misstatements and fairly represents the costs per pupil, including the costs of the testing required in subsection 4(C)(1)(a). AMVET National Scholarship Program:The $1000 per academic year award is for those veterans who have exhausted the resources of the G.I. Students who receive a Freedom Alliance scholarship can use the money to attend any public, private or vocational training program that is accredited in the US. Therefore, all participating schools should be required to annually administer either the state achievement tests or nationally recognized norm-referenced tests that demonstrate learning gains in math and language arts. Policymakers must consider the goal of releasing the academic data in order to choose the most effective reporting process. For more information, the applicant’s local county veteran’s service office needs to be contacted. The National Military Family Association is the leading nonprofit organization committed to strengthening and protecting military families. (B) “Eligible student” means any elementary or secondary student who was eligible to attend a public school in [state] in the preceding semester or is starting school in [state] for the first time and is the dependent of a veteran or active military personnel.1. The brave men and women who voluntarily invest their time in the United States Military are some of the well-respected citizens of the country. Junior scholarships expected to be paid during the school year to students admitted to the participating school; or, (b) filing with the Department prior to the start of the school year financial information that demonstrates the school has the ability to pay an aggregate amount equal to the amount of the G.I. {Effective Date} The Military Family Scholarship Program will be in effect beginning with the fall semester of the next school year. Spouses may be eligible to take correspondence courses (distance-learning) as well. The scholarship is for eight academic semesters and the recipient has eight years to utilize the eight academic semesters. For instance, if the goal is to see how the program is affecting participating students’ learning gains, scores of participants statewide should be evaluated and released. National Military Family Association Military Spouse Scholarship Program. This scholarship offers free tuition for the undergraduate student for up to 36 months. Most private schools already administer such norm-referenced tests so this provision should not be seen as burdensome. Section 1. Spouses and children of POW/MIA/KIA service members may be eligible for free tuition and a possible cash allowance from the State of Louisiana Department of Veteran’s Affairs. After publishing their results, the researchers shall make their data and methodology available for public review, while complying with the requirements of the Family Educational Rights and Privacy Act (20 USC Section 1232 g). Junior scholarship” means the scholarship awarded to eligible students under the Military Family Scholarship Program Act. Other information and an application may be obtained from the Arkansas Department of Education. This model legislation allows schools to charge all students tuition and fees in excess of the scholarship amount. Legislators should know that some local school districts will claim that because the state is capturing the savings the program is “draining resources” away from public schools. Louisiana Military Family Member Educational Assistance Program. Scholarship can only be used toward one degree at each level (one associate’s, one bachelor’s degree, and one master’s degree). (3) provide the legislature with a final copy of the evaluation of the program. 13. Make sure to review the guidelines below carefully, and adhere to all application requirements in order to be considered for one of these valuable military benefit programs. Please check back mid-December for the re-opening. Under this amendment, eligible children of a veteran who dies in the line of service may receive up to 36 months of 100% tuition benefits, a stipend for housing and book allowance for undergraduate education at an in-state public institution. The first method employs a market-based means of demonstrating viability. 8. Benchmark suggestions for cutoff include 180 days, 270 days or 365 days on active duty. Entries for the Veterans and Military Family Scholarship Program are now being accepted. (F) The study shall cover a period of 13 years. The costs of the testing requirements for a private school must be included in the costs used to determine the size of the scholarships at that school. It is crucial that the legislature give the oversight responsibility for this study to a trusted objective nonpartisan source like a legislative service agency or a trusted research university department. All you need to be is a military child who is available to travel to D.C. with your guardian to accept the award. Very specific criteria must be met to qualify for the range of financial assistance that the VA and the DEA offer in this regard. The model legislation provides for two methods for schools to demonstrate financial viability to ensure that public funds are secure. (B) The resident school district shall provide transportation for an eligible student to and from the participating school under the same conditions as the resident school district is required to provide transportation for other resident students to private schools as per current law. Since so many of the military’s programs for its members exist in regional and local form, it is to your benefit to check into resources that may be sponsored by your state or general area, such as the Alabama Department of Veteran’s Affairs. Junior scholarship students under this subchapter.6. A requirement that siblings join a random selection process could produce a logistical nightmare for parents when their children are all admitted to different schools. $1500 scholarships that go towards tuition, fees, books, lab supplies and other educational costs are awarded to qualified applicants from … 5. Bookoo Military Scholarships. Model Legislation Section 1. One Family Scholars receive scholarships that help offset both direct costs of college (tuition, fees, books, supplies) and indirect costs of college (childcare, transportation, living expenses). (A) Administrative Accountability Standards. 1. The schools are required to conduct criminal background checks on existing and potential employees, and then they are given the flexibility to determine from this information whether the employee might pose a risk to students. Junior scholarship will be kept by the state.7. (A) The resident school district shall provide a participating school that has admitted an eligible student under this program with a complete copy of the student’s school records, while complying with the Family Educational Rights and Privacy Act of 1974 (20 USC Section 1232 g). The Wisconsin GI Bill provides that the spouse and unmarried children aged 18 to 25 may apply. (C) The researchers who conduct the study shall: (1) apply appropriate analytical and behavioral science methodologies to ensure public confidence in the study; (2) protect the identity of participating schools and students by, among other things, keeping anonymous all disaggregated data other than that for the categories of grade level, gender and race and ethnicity; and. Scholarship funds on average are $500-$1,000 and can be used towards degrees, certifications, licensure, clinical supervision for mental health licensure, CEUs, business expenses and more! In these cases, legislators could choose to fund scholarships by drawing an amount equal to the state and local support solely from the state’s coffers. The Department of Veteran’s Affairs also has an abundance of financial programming intended to support the survivors and dependents of the military, including the Dependency and Indemnity Compensation (DIC), the Survivor’s Pension, and The Civilian Health and Medical Program. We are strong advocates of continued education both for military personnel and military spouses. Please contact the Division of Veteran’s Affairs for more information and to apply. Section X: {Evaluation of the Parental Choice Scholarship Program}. Regardless, legislators will need to make sure that the amount of the scholarship plus the tuition and fees charged to the student do not exceed the school’s costs for educating a student. This scholarship is offered by the team of George Sink, P.A. In these cases, test results could be reported to a consumer organization, such as GreatSchools.net, where parents can assess participating schools’ test results and compare schools to which they may send their children. Eligible applicants will receive free tuition and housing aid from the state of Arkansas’s POW and Dependants of POW/MIA/KIA Service Members Program. (C) Academic Accountability Standards.
